The Government Property Agency (GPA) was launched as an Executive Agency of the Cabinet Office in 2018. The GPA represents a step change in the way that Government property estate and assets are managed efficiently, by providing innovative and flexible solutions across the Government estate. The GPA is expected to grow exponentially over the first few years of its existence; this equates to transferring hundreds of assets (worth billions of pounds) onto its balance sheet from Government Departments, as well as gaining responsibility for the running of a large part of the central government office estate.

The GPA offer flexible working with the location ranging from any of their regional offices whilst giving access to remote working. The Finance Systems and Business Intelligence team is responsible for maintaining and improving the financial systems and processes within the GPA. The team is also responsible for the financial data flowing out of the systems and into reports. The team facilitates reporting across the GPA ensuring that all financial data is consistent and high quality.

The team also drives and implements transformation and improvement projects across the GPA, systemising manual processes. This is a new team and so an exciting time to be involved. This role leads on the Horizon system, whilst having the knowledge to support other GPA systems. This role leads on maintaining and improving the system whilst driving cross GPA improvement projects.

The responsibilities will include:

As a Finance Systems & Business Intelligence Manager, your specific responsibilities will include delivering systems maintenance, improvements and business intelligence support, working closely with your designated team and your wider GPA colleagues. You will lead communication, evaluation and implementation of your portfolio which includes:

  • Developing systems to get the most out of them.
  • Innovating solutions to improve processes.
  • Being the go-to person on systems development and issues
  • Resolve day to day queries and issues occurring on the system, communicating any issues to users.
  • Lead specific system improvements and transformation, systemising currently manual processes.
  • Build, test and maintain system reports.
  • Maintain the systems and processes.
  • Lead specific systems and process training to colleagues across the GPA.
  • Quality assure system inputs, reconcile outputs to inputs
  • Maintain system security, access and user roles.
  • Lead the NAO audit on the system.
  • The post holder may be required to undertake additional responsibilities as expected in relation to the role and grade.

Key Skills & Experience: 

  • CCAB, or equivalent, qualified or part-qualified with the ability to gain formal CCAB qualifications within a reasonable time.
  • Strong experience of using Hyperion / Horizon systems
  • Proficient using Microsoft Excel
  • A good level of financial reporting experience, preferably in a public sector environment
  • Strong attention to detail and ability to analyse and interpret significant amounts of financial data
  • Ability to work well as part of a geographically dispersed team
  • Strong focus on delivering an excellent service to customers
  • Strong organisational skills to meet deadlines in a fast paced environment
  • Ability to plan and prepare to maximise time and productivity
