Salary: £95,000 - £110,000

Location: You could be based at any of our hubs in Birmingham, Bristol, Canary Wharf, Durham, Leeds, Manchester, Newcastle, Nottingham, Plymouth or Southampton

Who we are

The Valuation Office Agency (VOA) gives HM Government the valuations and property advice needed to support taxation and benefits. Sponsored by HM Revenue & Customs and supported by the Adjudicator’s Office, our work focuses on compiling and maintaining lists of council tax bands for 26 million domestic properties, and the lists detailing the rateable value of 2.1 million commercial properties for business rates. We also advise ministers on valuation, property matters and benefits, and provide independent and impartial valuation and professional property advice across the public sector.

What you’ll do

Join us in this important role and you’ll be a key member of our Executive Committee and be responsible for the development and delivery of our financial, people [KS(1] and estates strategy. Making a significant contribution to building our capabilities, you’ll provide effective corporate services that enable us to respond to future challenges. We’ll also expect you to help plan and manage our resources and performance, produce accurate financial and performance data reporting, and ensure our people strategies deliver successfully.

You’ll have a wide range of additional responsibilities – these include providing a strategic financial outlook to fulfil spending review requirements, negotiating funding streams on behalf of the agency with HMRC and HMT, and managing in-year expenditure, reporting and control. Supporting the planning, development and execution of the agency’s corporate strategy and business plans, you’ll also be accountable for the delivery of our people strategy, ensuring the development and delivery of HR services that enable a high performance culture founded on quality and integrity.

But your work won’t stop here – you’ll also ensure that our estates strategy supports the delivery of our wider strategic aims, lead on the negotiation of commercial and legal agreements to support this, and lead our financial, commercial and procurement functions as we transform our operating model. We’ll also expect you to embed effective risk management, take responsibility for the development of a robust governance and controls framework, and develop and mature our corporate governance model.

What you’ll bring

To be a success in this role you’ll be a fully qualified Accountant with CCAB/CIMA or its equivalent, and possess significant post-qualification experience. You’ll be capable of performing effectively at the most senior levels of a finance and commercial agenda in a complex organisation, and be ready to use all your knowledge and expertise to align activities and decision-making with our overall business strategy.

You should have experience of the delivery of strategic people and estates initiatives that drive organisational efficiencies, the ability to represent an organisation of our size at senior board level, and the skills to negotiate successful solutions with internal and external stakeholders. A dynamic, empowering and resilient leader, you’ll be capable of developing capabilities and motivating your colleagues to create diverse and high-performing teams, especially during times of change. A business qualification such as an MBA would be desirable, and if you do not have specific understanding of public sector finance, we’ll expect you to quickly develop a through understanding of this.
