Positioning

This is an exciting time to join Homes England, the government’s housing delivery Agency. We have the resources, influence, and diverse expertise to drive positive market change through our significant investment activity. The government has put housing at the heart of its agenda and the Agency is at the forefront of that commitment with a mission to intervene in the market to ensure more homes are built in areas of greatest need to improve affordability. Homes England will make this sustainable by creating a more resilient and diverse housing market, with a focus on quality.

To help achieve this aim, government has committed over £20 billion of capital to be invested and managed through Homes England. This includes direct lending, equity investment, guarantees, land assembly and the biggest affordable home building programme in a generation.  The Agency is increasingly exploring unprecedented initiatives to open the market and regenerate places. 

The role of the Product, Equity and Partnerships team is to attract new and additional capital and partners to the housing sector and create platforms that are a conduit for capital to deliver high quality homes in well-designed places.  This team has the appetite, aspiration and resources to shape the future of housing investment and is at the forefront of the Agency’s work exploring how we can work with partners to do this and drive  real social purpose. 

We do this by making selective equity investments into housing led delivery platforms including joint ventures, third party investment funds and partnerships.  These partnerships leverage wider investment, resources and skills to achieve outcomes that are a significant multiple of the Agency’s participation. 

 

A bit about the role...

This Head of position is part of the senior team in Product Equity and Partnerships working with the Assistant Directors Fay Mitchelson and Jennifer Murray.  The holder will contribute to setting and evolving the Agency’s strategy for equity and partnership transactions.  They will lead on the development and management of the team’s transaction pipeline, taking new investment proposals through our stakeholder approval process, undertaking due diligence, negotiating and contracting on new equity investments (into funds or SPVs with our partners sharing in appropriate risks and rewards of activity).

 

A bit about you…

You will be an experienced finance or real estate professional with the ambition to work creatively to improve the affordability and accessibility of housing of all tenures across England.   

You will be resilient and comfortable managing stakeholders at a senior level and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do.  You will be able to demonstrate that you understand how to manage colleagues and demonstrate you can work with others in a collaborative and inclusive way. You will enjoy working in an innovative and engaging way and be able to negotiate and persuade.

Comfortable undertaking financial analysis, you’ll also be confident reviewing legal documents and proposals, negotiating terms, identifying key issues and presenting arguments in a clear and reasoned manner.  You’ll show an enquiring mind and a willingness to think laterally and constructively challenge colleagues and partners.  

You will have a degree level qualification and or equivalent relevant accreditation / experience such as a professional qualification in surveying, accountancy, law or similar.  

Your career to date will demonstrate an understanding of some or all of: 

 

Real estate development and investment. 

Financing and delivery of large scale residential and regeneration projects.

The institutional investment landscape.

Government housing policy and the housing market. 

Investment structures and financing tools utilised within the capital raising spectrum.

Good corporate governance, risk identification, mitigation and management.
